RANGE RULES

SHORTFORM


  1. Treat all weapons as if they are loaded.  Safe weapons handling is the  responsibility of the individual.  Never assume a weapon handed to you  is safe or unloaded.
  2. Never point a weapon at anything you do not intend to destroy.
  3. Always be sure of your target and backstop (where the bullet lands).
  4. Keep your finger off the trigger until you are ready to fire and your sights are on target.
  5. Alcohol is not permitted on the range.  Never mix alcohol or drugs (prescription or otherwise) and firearms.
  6. Be sure your ammunition and the weapons you are using are compatible.
  7. Guest conduct and safety are the responsibility of the member.  Student  safety and conduct are the responsibility of the instructor(s).
  8. No target material will be mounted or placed ANYWHERE on the range  except in the designated target areas where the backstop absorbs the  impact of the bullet.
  9. Pick up all brass, casings and hulls and dispose of properly after you  are finished shooting.  Leave the range better than you found it.
  10. Use dumpster for ALL trash and not brass!
  11. Any safety violation observed by any member of another party shall be  reported to a Range Safety Committee member or Executive Committee  member as soon as practical.
  12. For your personal safety, hats, ear and eye protection are required on the range while shooting.   
  13. Aerial shooting is PROHIBITED. No clays or skeet to be launched. All weapons including shotguns must be fired into targets hung on the target lines and backed by the berm. Use care to assure shot-patterning does not hit posts or lines.

Our Training Facility has come a long way since the formation of the Beaufort County Law Enforcement Officers Association. This piece of land, with its humble beginning in 1968, is now a facility that we as members should be proud of. Agencies or we the members, in a wide variety of shooting and training functions, use it constantly. As members you should be proud that all the effort you put into this facility goes toward the actual training of law enforcement professionals who protect the citizens. This is an organization where members can come and enjoy recreational shooting as well as personal training in homeland defense. We are devoted to the existence of this organization. We will not tolerate any safety or rule violations. There is no other organization in the State of North Carolina like this organization. This is a professional organization and we will keep it that way.


It is the responsibility of each of us to use our Training Facility in a safe and responsible manner. The proximity of houses and their property to our facility forces us to use extreme caution in the handling and usage of firearms, using these rules as a guide as how to safely use our facility.

We are a self-policing organization, and it is the responsibility of each member to ensure that fellow members adhere to all safety rules and other regulations. Serious violations must be reported to a Range Safety Officer or Executive Board Member.


Annual Membership Dues: Members (Law Enforcement) - $50 Associates (Non-Law Enforcement) - $100 Working two workdays within the calendar year will reduce the next years dues by $25. New applicants that have never held any membership status with the association, who apply after January, will be pro-rated quarterly rate.


The Beaufort County Law Enforcement Officers Association is a 501(c)(3) tax exempt organization. All donations are tax deductible.



I. Range Hours of Operation:

These hours are not negotiable.

1. Monday through Saturday: 0800 until 2200 hours. 2. Sunday: 1300 until 1800 hours. 3. Special hours may be necessary in an official training function by an agency or educational facility. 4. Agency Training must be reserved through the Association Web Site or Range Safety Officer prior to use.

II. Agency Training:

Law Enforcement Training will have priority. Agencies are required to abide by all rules and regulations of the association. Violations of the rules can result in the termination of privileges to use the facility until such time that all rules and regulations can be followed. All agency personnel are required to sign our disclaimer before they will be permitted to use the facility.

III. Safety Rules:

Always be sure of your backstop (where the bullet lands). 4. Keep your finger off the trigger until you are ready to fire. 5. Never mix alcohol or drugs (prescription or otherwise) and firearms. 6. Be sure your ammunition and the weapons you are using are compatible. 7. All Members and Guests must sign the logbook. NOTE: Guests are the responsibility of the member. 8. No target material is to be mounted or placed ANYWHERE on the range except in the designated target areas, where the backstop absorbs the impact of the bullet. 9. Pick up all brass and dispose of properly after you are finished shooting. 10. Do not put shotgun hulls, bottles, plastic materials, etc. in the burn barrel. Use the dumpster for ALL non-burnable items. 11. Empty your trash both inside and outside, Agencies must sweep floor and mop if needed. 12. Turn heat/AC unit and lights off before leaving. 13. Lock all doors, windows and the Gate when leaving. 14. Any safety violation observed by any member is to be reported to a Range Safety Officer, Assistant or Executive Board Member as soon as possible. 15. For your own protection eye and ear protection are required on the firing line while shooting on the range.

IV. Range Rules, Regulations, & Disclaimer

Disclaimer must be signed prior to being issued a membership card. All who use the Training Facility must follow all rules.

V. Range Safety Officer:

1. The Range Safety Officer is in direct charge of the range at all times. 2. The Range Safety Officer will ban from the range, any person handling a firearm in an unsafe or careless manner or for any serious violation of Range Rules until such time that a decision of the Executive Board and Range Safety Officers can be completed. 3. Assistant Range Safety Officers shall abide by the same requirements as the Range Safety Officer in their absence. 4. Violations of any Range Rules or By-Laws can result in the termination of their membership.

VI. Firing Line Procedure:

1. Make sure your ear and eye protection is on before entering the range. 2. THE MUZZLE MUST BE POINTED DOWN RANGE AT ALL TIMES. 3. Shooters must load and unload their own firearms unless the shooter is a minor being supervised by an adult. 4. Only line of sight firing is permitted. Keep your finger off the trigger until on target. 5. Cease Firing (means STOP shooting and step back from lane.)

VII. Vandalism/Damage to Range Facilities:

Any person seen firing at lights, barricades, range property or equipment; or defacing or destroying any training facility property will have their membership terminated and will be reported to the proper authorities for appropriate legal action. Firing at non-approved targets such as, cups, cans or other objects are prohibited. commercial steel targets are approved but only in the designated area. You will be held accountable and legal action will be sought to pay for any damage you or your guests cause.

VIII. Target Areas and Permitted Targets:

1. Turning target area - Pistol Range. dowel rod and paper target use only. 2. Static Target area - Dowel rod, paper target and commercial steel targets. 3. Bowling Pin Table - Bowling pins only. 4. Shoot House to include portable walls. (Law Enforcement Use Only) 5. Trap Area - Clay birds, shotgun use only. 6. Backstop (Do not place targets directly on the backstop, it is designed for projectile impact only).

IX. Firearms Permitted:

1. Center-fire rifles on the Rifle Range Only. 50 Caliber Rifles allowed at the discretion of the Range Safety Officer after proper paperwork and demonstrated ability to control the weapon. (Law Enforcement Excluded) 2. Shotguns - All Calibers. 3. Handguns - All Calibers. 4. Full automatic firearms are allowed at the discretion of the Range Safety Officer after proper paperwork and demonstrated ability to control the weapon. (Law Enforcement Excluded) 5. Black powder muzzle loading firearms are permitted on Rifle Range. 6. Any firearms not mentioned above, check with the Range Officer before using them on the range.

X. Ammunition:

1. Commercial and reloaded ammunition is permitted. 2. Any type of ammunition designed for penetrating metal is not permitted. 3. STEEL JACKETED, and STEEL CORE BULLETS are not permitted. 4. Tracer, incendiary, or explosive ammunition are not permitted. 5. Chemical munitions and distraction devices are not permitted. (Law Enforcement Excluded)

XI. Firing Line Occupants:

1. All persons using the facilities will be of good character. (We have the right to refuse access to anyone. Anyone who has the smell of alcohol on their breath or who appears impaired while in possession of a firearm will be banned from the facility.) 2. All persons to include Agencies utilizing the range are required to receive, understand and sign the disclaimer notice before usage. 3. Minors must always be supervised by a parent or guardian who is competent in handling firearms. Supervision shall mean in proximity such that they can take immediate control of the weapon. A minor is defined as person(s) less than eighteen (18) years of age. This adult shall act as a coach and MUST remain with the minor at all times while the minor is utilizing a firearm.

4. NO FOOD, DRINK, CHEWING TOBACCO, SNUFF, OR SMOKING beyond the designated area. 5. Equipment or other personal items left unattended will be at the owner's risk.

XII. Brass Retrieval:

All ammunition brass and shotgun hulls must be picked up immediately upon completion of firing and disposed of properly.

XIII. Eye and Ear Protection:

All persons on the firing range MUST wear eye and ear protection. Impact Resistant Safety glasses are highly recommended.
